Lake Bellfield is a reserve storage for the Wimmera Mallee Water (WMW) Stock and Domestic System in North Western Victoria, constructed between 1963 and 1967. The dam is located on Fyans Creek approximately 3 km upstream from Halls Gap in an area of high tourist value and is rated in the Extreme category under ANCOLD guidelines. The dam consists of an earth and rockfill embankment 745 m long with a maximum height of 57 metres and retains a reservoir with a storage capacity of 78,500 ML.

Previous studies and a subsequent physical model study confirmed that the existing spillway does not meet the requirements of the current ANCOLD guidelines. The current flood capacity is approximately 40% of the Probable Maximum Flood. A range of potential upgrade options to pass the PMF were evaluated with a 1.9 metre composite earthfill and downstream concrete parapet wall raise in combination with spillway lowering of 3.4 metres selected. Construction of this option was completed in early 2003.

This paper describes the key features of the investigation and design including:
• a physical model study,
• evaluation of various options based on technical, financial, environmental and social criteria,
• design of the earthfill-parapet raise in the limited area available on the crest to provide full filter protection, acceptable short and long term deformations and adequate long term access to the dam and its associated structures, and
• design of the spillway cut including excavation and stabilisation in the very strong and abrasive Grampians Sandstone.

It is now common practice for dam owners in Australia to take a risk based approach to managing the safety of their large dams. Some dam owners are also using risk based approaches to manage other significant assets. For example, Melbourne Water manage the safety of their retarding basins in a manner similar to their water supply dams.
Assessing the risks posed by retarding basins using methods developed for larger dams can raise challenges. For example, the Graham (1999) approach to estimating potential loss of life (PLL) is generally applied when estimating the consequences of dam failure. However, Graham (1999) may not be the most suitable model for estimating PLL downstream of structures with relatively low heights and storage volumes (e.g. retarding basins), given the characteristics of the case histories used to develop the method.
In this paper six potential methods for estimating PLL are tested on four retarding basins in Melbourne. The methods are Graham (1999), the new Reclamation Consequence Estimating Methodology (RCEM), the UK risk assessment for reservoir safety (RARS) method, a spreadsheet application of HEC-FIA 3.0, and empirical methods developed by Jonkman (2007) and Jonkman et al. (2009). Results from the methods are compared, and comment is made about which is most suitable.

As an industry there have been many advances in the assessment of the probability of failure associated with a range of failure modes including embankment piping and stability. However, little work has been done on the development of a meaningful tool to assist in the assessment of probabilities of failure for embankment breach due to overtopping.

In the development of this paper a number of embankment overtopping case studies were reviewed and these were used to anchor the suggested probabilities of failure. The case studies assessed were all low to medium height, homogeneous earthfill embankment dams. Consideration has been given to a range of factors including embankment material and construction, embankment geometry, duration of overtopping and the presence and condition of vegetation on the embankment face.

The results of the analysis of the case studies indicate that the probability of breach due to overtopping, particularly for short duration events, is actually relatively low compared to the typical values being adopted within the industry.

It is the intended purpose of this paper that it provides guidance to the industry on the assignment of the probability of embankment breach due to overtopping to allow more consistent, robust and defensible estimates for dam safety risk assessments.

Since publication in 2003, the ANCOLD Guidelines for Risk Assessment have reached broad acceptance and use in Australia. In practice, dam owners use the principles of risk assessment to drive business investment decisions. As the guidelines undergo revision, it is timely to assess whether our practices need to evolve to more holistically consider all types of consequences, rather than our current focus on loss of life, in decision-making. This paper aims to prompt dam owners and consultants alike to re-assess our focus on loss of life in risk assessment decision-making, and whether we should more meaningfully consider alternative or broader indicators.

An industry survey was undertaken which found that large dam owners are generally happy with the current system of dam safety decision making. However, the survey responses did identify difficulties in relation to justifying investment below the limit of tolerability that are subject to ALARP principles. In a small number of cases, dam owners found it difficult to justify investment when life safety was not important.

Building on the industry survey and subsequent discussions with practitioners, this paper discusses how the current approach to risk based decision making may result in sub optimal decision making. Further it is discussed how there is an important role that economics should play in providing a universally accepted framework for assessing trade-offs and providing consistent evidence to support decision making.

In the face of potential future climate change, it is important that reservoir asset owners and operators consider what such change could mean for the integrity and operations of their assets. This must be developed as an integral part of risk-based management, with a systematic consideration of the uncertain future implications of climate change and their potential consequences.

Systematic assessment of the consequences of potential climate related events/loads should be included as an integral component of a risk-based approach to dam safety management. The magnitude of potential consequences can be used to inform the prioritisation and management responses to these conditions, regardless of probability of occurrence. Designing to accommodate exceedance events is an important response in this process.

The adaptive management process provides a framework within which the implications of uncertain future conditions and risks can be systematically identified and managed, forming the basis of agreeing a defined ‘pathway’ for monitoring and implementation of management actions. The concept of Adaptation Pathways can be utilised for reservoir adaptation, setting out the long-term risk informed process to manage operations and risks.

Retarding basins are becoming increasingly important elements in urban flood planning throughout Australia but it is evident that many basins have not been implemented in line with modern day “risk management” approaches. Accordingly, as part of its Professional Development program, and in advance of its proposed Guideline on Retarding Basins due out in 2014, the Australian National Committee on Large Dams (ANCOLD) is planning a series of seminars across Australia on Retarding Basin Fundamentals. The seminars are being provided to assist basin owners, and their professional staff and advisors, to plan, implement and operate their basins in a safe and effective manner consistent with various Government and “duty of care” obligations.

There has been a growing awareness of the potential dam safety risks associated with hydraulic structures in urban environments such as retarding basins, water quality detention basins and recreational lakes. This has required estimates of rare and extreme floods for urban catchments and there are a number of important characteristics of urban catchments which distinguish them from rural catchments such as impervious areas, lack of streamflow data, blockage of structures and complex hydraulics. This paper describes the key considerations for flood estimation in urban catchments and draws examples from a number of current flood studies for urban catchments in Canberra.

A spillway upgrade conceptual design and selection process was undertaken to identify options for upgrading the Dartmouth Dam to pass the Probable Maximum Flood (PMF). A number of upgrade options were investigated, including variations of dam raise heights and spillway modifications. One of the options, the piano key weir, was initially developed from the limited available publications on the weir design, and further developed with the use of a 1:60 scale model. The piano key weir, a variation of the labyrinth weir, is a passive spillway that utilises a total weir length several times that of the effective spillway width. For the Dartmouth Dam study, the piano key weir design that was developed consisted of a 7-cycle, 9 m high structure, with a total weir length of nearly 600 m, or more than 6 times the existing effective spillway width of 91 m. The spillway was designed to pass the routed PMF outflow of approximately11,500 m3/s with a head of approximately 11 m.
The piano key weir design was developed using the following analyses:
 Initial 1:60 scale physical model of the piano key weir based on published papers on piano key weirs and design manuals for labyrinth weirs;
 Structural analysis and weir member sizing using initial physical model results;
 Computational Fluid Dynamics (CFD) modelling to improve the hydraulic efficiency of the weir for the range of flows;
 Revised 1:60 scale physical model of the piano key weir; and
 Confirmation of conceptual structure design.
This paper describes the process of developing the piano key weir option for the Dartmouth Dam spillway and lessons learned.

A key requirement of assessing the tolerability of dam safety risks is the assessment of individual risk. The ANCOLD Guidelines on Risk Assessment provides guidance on acceptable levels of individual risk and some general guidance on the calculation of individual risk.
Individual risk is a key measure in the consideration of the tolerability of risk, ALARP and development of risk mitigation works. It is essential that there is consistency in the approach to estimating individual risk used across the dams industry.
This paper reviews the approaches taken to estimating individual risk across the dams industry both locally and internationally as well as the experience of other industries.
The paper includes a review of the various methods for estimating the vulnerability of individuals subjected to flood inundation based on historical fatality rates as well as identification of the individual most at risk
The paper then describes a method that has been developed based on the principles used for assessing individual risk due to other hazards, such as landslides. The method includes consideration of a range of factors such as warning time, temporal variation and vulnerability of the individuals most at risk. The method developed provides a transparent, defensible and pragmatic approach to estimating individual risk. Practical guidance and examples are also provided on the application of the method.

This paper provides the insight of one practitioner into the process and application of Dam Safety Risk Assessment. The ANCOLD Guidelines on Risk Assessment provide a reasonably comprehensive outline of the key tasks involved in the risk assessment process. The intent of this paper is not to rehash the Guidelines but rather to discuss some of the practicalities of completing a dam safety risk assessment and highlight some key learning’s gained from a wide range of projects for a number of different owners.

The paper includes a brief overview of each component of the risk assessment process as well as some of the advantages and disadvantages of the various approaches to completing a risk assessment project.

Melbourne Water manages over 210 retarding basins across Greater Melbourne ranging in size from 4ML to 4700 ML with embankment heights from 0.3m to 10m. Over the years the basins have been designed and constructed by a range of different owners and authorities. Varying design and construction standards with the majority of retarding basins generally being located in highly urbanised areas, has resulted in Melbourne Water having a large portfolio of assets that have potential to pose a significant risk to the downstream communities they are designed to protect.

High level hazard category assessments completed over the last10 years identified that approximately 90 structures were either High or Extreme hazard categories based on the ANCOLD Guidelines on Assessment of the Consequences of Dam Failure.

In an attempt to identify retarding basins requiring priority consideration for remedial works Melbourne Water embarked on a process of completing a dam safety risk assessment for five of the retarding basins in accordance with the ANCOLD Guidelines on Risk Assessment. The objective of the risk assessment was to develop an understanding of the key risk issues that might affect retarding basins as distinct from water supply storages, identify potential remedial works and develop a prioritised risk management strategy for the five basins considered. In completing the risk assessment there was also significant discussion about ways to streamline the process to allow assessment of the remaining basins.

This paper details the results obtained from the risk assessment, investigates the application of the base safety condition and implementation of a risk management strategy. It also looks at similarities between sites to enable common upgrades to be implemented across the range of retarding basins. This paper also discusses the need for guidelines specific to retarding basins to be developed.
