It seems perfectly logical, obviously desirable and apparently sensible to prioritise dam safety reviews, deficiency investigations and capitalised remediation projects in terms of risk. However, our experience in attempting to apply the various deterministic and risk- based approaches in prioritising dam safety activities has revealed that, while it may appear to be quite logical and desirable to prioritise in terms of risk, it is rather less feasible than it appears.

This paper explores why different prioritisation processes can lead to different priority rankings across the same portfolio of dams. B.C. Hydro’s Preliminary Risk Exposure Profile process, which utilises the best and most robust attributes of risk analysis process at the preliminary level but avoids the pitfalls associated with estimating risks which will often have little or even no basis is presented. The paper explains how this process provides a “fail-safe” backup which will identify non-conservative and erroneous facility risk estimates; thereby allowing for correction in a timely fashion. The paper also raises some awkward philosophical issues which the profession will have to address in order to permit confident dam safety decision-making on the basis of risk analyses. Not the least of these is the following issue – “If preliminary estimates of risk are reasonably good, then there should be little need for more detailed risk analysis for confident and defensible decisions concerning making or not making dam safety improvements”.

This paper provides an outline of a process that can be used to optimise regular dam surveillance and monitoring activities. The process is applicable for a wide range of dam types that an owner/operator may be responsible for. Basic assessments are made of inherent reliability and potential consequences of failure using key factors such as construction features, foundation conditions and observed performance. The key factors are combined to give a relative risk ranking for each dam. These rankings are used to determine specific dam monitoring schedules. The process focuses the monitoring effort on those dams that are perceived to constitute the greatest portion of the overall risk. The methodology is simple and provides a cost-effective framework for setting appropriate resourcing levels for dam monitoring.

During this time it has managed several major dam safety issues and enhanced its dam safety management practices. The change in emphasis from a primarily technical emphasis to dam safety towards a commercial focus is described together with details of highly rated dam surveillance system, some continuous improvement initiatives, and recent enhancements to the dam safety programme. Alkali-aggregate reaction (AAR) is a potentially deleterious process in concrete containing reactive aggregates, and can lead to varying degrees of cracking in structures, and differential movement and misalignment of concrete elements and mechanical installations. The rehabilitation of affected structures would require information on the extent of current damage and possibility of on-going damage that could be caused by AAR.

Early Probable Maximum Flood (PMF) studies and spillway adequacy assessments for Hume Dam adopted the standards based approach of the time. Since then considerable work and thought has gone into the estimation of extreme floods – both the philosophy and the practice. These changes include the general change in emphasis away from a standards based approach and towards risk assessment; the move towards an AEP-neutral approach for the transformation of extreme rainfalls to extreme floods; and the redefinition of both the PMP and the PMF.

This paper details the effect these and other changes to extreme flood estimation techniques have had on the perceived adequacy of the Hume Dam spillway to pass extreme floods.

Over the past decade the role of dam ownership in Victoria, and indeed Australia, has changed from one of owners, constructors and operators of large civil assets, to managers of structures on behalf of owners of the entitlements to water. This is part of the key business focus to dams management in Victoria.

This position has been heavily influenced by regional water reform policies, such as the Murray Darling Cap, and its effects in Northern Victoria, and COAG Agreements.

Dam owners now run service driven businesses, with a clear separation of roles and responsibilities from the traditional, engineering focused organisations which were established in an environment of resource development. The environment is now one of maintenance, service delivery, structure maintenance and long term business viability for ultimate community benefit.

By using Goulburn-Murray Water as an example, the current model of dams management in Victoria is outlined, together with possible future directions for the rural water industry in Victoria.

Tailings dam rehabilitation is a major challenge for the mining industry in China requiring a multi-disciplinary approach. A team of Chinese and Australian professionals have recently completed a 4-year project to develop guidelines for rehabilitation procedures for tailings dams in China.

This paper focuses on the geotechnical stability issues that were required to be addressed as part of dam rehabilitation assessment. It also discusses Chinese practices in tailings dam design and operation considered for the assessment. Three case studies are presented from sites in various parts of China.

Ground anchorages are installed to support structures such as dams, slopes and tunnels. Failure of anchorages could be serious.

The condition of these critical supports is currently assessed by monitoring the load in the anchorages by either load cells or lift-off testing (jacking). Both methods are expensive and testing may damage the corrosion protection beneath the anchorage head.

A non-destructive testing method for ground anchorages needed developing and the UK Universities of Aberdeen and Bradford developed a testing system called GRANIT with patent applications on the system filed world-wide.

Full scale measurements were conducted during the construction of Penmaenbach and Pen y Clip Tunnels on the UK’s A55, where rock support was provided by prestressed rock anchorages. In all 9000 records of anchorage response were analysed.

A major finding from the research was that the response of the anchorages to the dynamic impulse motion produced by the blast loading depended on how the anchorage had been constructed and on the nature of the surrounding rock mass. If the prestress load in the anchorage was changed, or the free length increased, a noticeable change was observed in the response ‘signature’ as monitored by an accelerometer located at the anchorage head.

Applying a known impulse load to the anchorage head immediately after construction and measuring the response, provides a datum response signature for the intact anchorage. If the anchorage was to deteriorate in any way, eg loss of prestress, this should be noticeable on subsequent response signatures. This approach is the basis of the GRANIT system.

A short programme of anchor calibration testing for bolts was conducted in Hawkesbury sandstone in Sydney during March 1998 and developments in Australia and UK are proceeding.

This paper discusses the different types of heritage listing and what the implications are for an owner. It suggests that a prudent owner will find out whether he needs a heritage conservation plan, particularly where redevelopment or remedial work at the dam is contemplated. The paper describes the content of a typical conservation plan for a large dam and how it is implemented.

Events at Hume Dam provide an illustration of the potential challenges and opportunities that all Dam Owners may face. This paper is a narrative of the processes of involving the wider ‘community’ in the Hume Dam remedial work project. It remains for the stakeholders to rate the effectiveness of the process.

The assessment of flood risk is important to the safe design, maintenance and operation of dams. Traditionally, a standards-based approach has been adopted, in which the adequacy of a spillway was assessed by its ability to pass the whole, or a specified fraction, of the Probable Maximum Flood (PMF). More recently, however, the ANCOLD Position Paper on Guidelines for Selection of Acceptable Flood Capacity for Dams has moved towards a risk-based approach, in which attention is focused on establishing the exceedance probability of the maximum flood that can be safely passed by the spillway.

The move to a risk-based approach has led to an increasing focus on the derivation of floods with very low probabilities of exceedance. The chapter in Australian Rainfall and Runoff that gives guidance on the estimation of extreme floods has recently been revised and issued as Book VI. The new guidelines reflect the move from a standards, to a risk based approach and also include recent developments in extreme flood estimation. These recent developments result in an improved estimate of floods in the large to extreme range and hence a more reliable estimate of hydrologic risk.

This paper illustrates the impacts of the new flood guidelines by summarising the results for 7 dams in Southeastern Australia. For the examples presented in this paper the impact of the new guidelines is to reduce the estimated hydrologic risk. The new guidelines have an important effect on the estimation of hydrologic risk and therefore the assessment and management of dams in Australia.

Over the last 30 years, the demand for water storages in Queensland’s Mary’s River has grown significantly. As a result of this growth in demand it was decided to raise Borumba Dam, the major storage on the system, in two stages The first stage was to be approximately 2 metres in I997 and the 25 metre raising be required in about 2010.

Borumba Dam was completed in 1964. It is a 43 metre high concrete faced dam with a 32 metre long on the left abutment. The first proposal for initial raising was to install a two metre high air-inflated rubber dam on top of the existing crest. However, it was determined that this method of raising presented a number of prob and a new solution was sought.

The disaggregation of public water supply bodies in recent years has seen the functions of ownership, design and operation transferred to separate bodies. Consequently , issues of risk management associated with legal liability which previously could be ignored because all risks were absorbed in -house must now be faced and addressed in a more formal way.

This paper looks firstly at the general principles of legal liability for dam performance associated with construction and design, ownership of an existing dam and monitoring of its performance. Liability under several different areas of the law is discussed. Special issues associated with “design and construct” contracts are then highlighted, and warnings are given for project sponsors who control the letting of contracts and the briefing of consultants.

Electronic (bubble) tiltmeters provide an up-to-date technique for continuously monitoring the deformations of dam and dam-related structures. Tiltmeters, with a sensitivity of (10Imm per length), are currently used in New Zealand at the high concrete gravity Waitaki Dam, and the Ohau A Powerhouse, as well as a short-term installation in the high concrete gravity Aviemore Dam.

This paper outlines the performance of the tiltmeters over a period of up to 7 years. They have been used to monitor the reactions of structures to loading changes such as headwater level variation, and to monitor ongoing performance, including the definition of annual thermal cycles. The results are compared with other monitoring techniques (e.g. plumblines, conventional surveying) to illustrate the usefulness and applicability of tiltmeters to dam safety programmes, either in conjunction with standard monitoring options, or in particular where such options may not be practicable.
